Dowell was born in London, England and lived in 15 different states
and countries before she was 25 years old. A B.S. Degree in Business
Management and 15 years of marketing and management experience
for Fortune 500 companies like IBM and TRW, honed her problem-solving
skills. The downturn in Houston's economy in the 1980s marked
the beginning of a new career for Sheila. As an 18-year resident
of The Woodlands, she is knowledgeable about the community. She
